March 24, 2003 - Hamilton County One of Eight Counties To Earn National Award

Every Child Succeeds Program Honored

CINCINNATI -- Hamilton County is one of only eight counties in the United States to earn a 2003 Counties Care for Kids Award.

The award, given annually by the National Association of Counties to honor the work of counties in support of children and families, will be presented to Hamilton County on April 8 for Every Child Succeeds (ECS), a program founded to ensure an optimal start in life for at-risk, first-time mothers and their children.

ECS is a collaboration among 15 community agencies, including three founding partners: Cincinnati Children's Hospital Medical Center, Cincinnati-Hamilton County Community Action Agency/Head Start, and United Way & Community Chest. The program contracts with community-based agencies to provide home visitation services from professional, family-support workers. By partnering with agencies that are firmly integrated into neighborhoods and communities, ECS increases its accessibility and reach.

Every Child Succeeds, through Cincinnati Children's, provides centralized training and administrative oversight, which results in increased consistency, enhanced quality and effectiveness, and greater efficiency.

The program's research and evaluation component enables providers to supply the most effective services for families, who are involved in the program for up to three years.

"Every Child Succeeds is pleased and proud to be recognized by the prestigious National Association of Counties as one of the premier programs for early childhood development in the country," says Judith Van Ginkel, ECS president. "Our evidence-based business model, strong public private partnership and outcomes-focused operation allow us to quantify the Hamilton County investment in Every Child Succeeds while delivering service of superior quality. We appreciate the trust that our three Hamilton County Commissioners have placed in us."

The Counties Care for Kids Awards program is part of a yearlong, national effort by National Association of Counties President Kenneth A. Mayfield to highlight the critical role that counties play in early childhood development and school readiness, and to further develop the leadership of county officials across the country on this important topic.

All awardees will be recognized at a special ceremony April 8 in Washington, DC, during National County Government Week.
